Even if the camera image doesn't store depth, making the fake adjustments to the aperture is still possible, though can require additional input. For example, there are apps that enable such as AfterFocus that enable you to create a bokeh like effect on your images in post by having you semi-manually annotate a "focus area" that remains sharp. Similarly, according to this article, the people behind the depth effect on pixel phones use two images taken at slightly different angles as well as relying on other features (such as sharpness) as a proxy for estimating depth.
