I believe at this slide in the lecture Kayvon mentioned why streetlamps may appear to flicker at night. What was the reasoning for this phenomenon?

Kayvon talked about streetlamps during slide 107. He said that at night (and also on TV) we may see car wheels look as if they were spinning backwards with your naked eye. This is because you have a finite sampling frequency at night because streetlamps actually flicker (go on and off). In contrast during the day, your eyes are continuously integrating so you will be able to see the car wheels spin more accurately
