Is this the meaning of downsampling, to average the samples?

Based on Googling, it sounds like downsampling generally means to resample at a lower rate, and in this case the specific way we do this is by averaging the samples

When it says "average the samples", what exactly does this mean? Averaging the color of each sample? Convert the average value into a transparency value? I can see that it affects the color of each pixel, but not sure how exactly that percentage gets incorporated.
