Is the meaning of this figure just: "point P will have light from L1 but not from L2 because another object was closer to L2 than P"?

That is not necessarily true. L2 will hit the first object after which the light will reflect off of it and hit other objects. That process will continue and the light from L2 will eventually hit P. Or the shadow of the objects being hit by L2 will be casted onto P.
